    THE ORGANISATION OF AFRICAN UNITY SUMMIT CONFERENCE IN ACCRA, CAPITAL OF GHANA, TODAY (FRIDAY) PLEDGED TO TAKE MILITARY ACTION IF NECESSARY IN THE EVENT OF A UNILATERAL DECLARATION OF INDEPENDENCE BY RHODESIA.

    A RESOLUTION PASSED UNANIMOUSLY ALSO CALLED ON BRITAIN TO SUSPEND THE COLONY'S CONSTITUTIONAL AND USE FORCE IF NEED BY TO TAKE OVER THE ADMINISTRATION OF THE TERRITORY.

    THE CONFERENCE OPENED WITH A CALL BY PRESIDENT NKRUMAH OF GHANA FOR CONCRETE STEPS TOWARDS THE CREATION OF A GOVERNMENT OF AFRICAN UNION.

    PRESIDENT NKRUMAH SAID IN HIS OPENING SPEECH THAT THE FIRST STEP TOWARDS A CONTINENTAL UNION GOVERNMENT COULD BE THE FORMATION OF A PERMANENT EXECUTIVE ARE OF THE O.A.J.

    EIGHT OF THE ORGANISATION'S FRENCH-SPEAKING MEMBER STATES WERE NOT PRESENT TO HEAR PRESIDENT NKRUMAH. THEY ARE BOYCOTTING THE CONFERENCE IN PROTEST AGAINST GHANA'S SHELTERING OF POLITICAL REFUGEES AND ACCUSING PRESIDENT NKRUMAH OF TRYING TO IMPOSE HIS CONCEPT OF AFRICAN UNION ON OTHER STATES.

    LEADERS AND DELEGATES OF THE OTHER 28 STATES CHEERED WHEN PRESIDENT NKRUMAH SAID AFRICAN WOULD TAKE "WHATEVER STEPS ARE NECESSARY" IN RHODESIA IF BRITAIN FAILED TO PREVENT A UNILATERAL DECLARATION OF INDEPENDENCE.

    REFERRING TO HIS PLEA FOR A UNION GOVERNMENT, PRESIDENT NKRUMAH SAID "EVERYTHING IN AFRICA, OUR ECONOMICS ARE CRUMBLING, OUR TREASURIES ARE GETTING EMPTY, WE ARE BECOMING CLIENT STATES.

    "NONE OF US CAN STAND ALONE. WE WILL REMAIN IN THAT CONDITION UNTIL WE TAKE THE ECONOMIC AND POLITICAL DESTINY OF AFRICAN INTO OUR OWN HANDS."
    LATER, A STATEMENT READ ON BEHALF OF ZAMBIA'S PRESIDENT KAUNDA; WHO HAD TO LEAVE THE CONFERENCE FOR INDEPENDENCE CELEBRATIONS AT HOME, SAID THAT IF RHODESIA WAS ALLOWED TO SEIZE INDEPENDENCE, "THE LIGHT OF JUSTICE AND DEMOCRACY WILL BE EXTINGUISHED, AND THERE WILL BE NO HOPE FOR PROGRESS AND FOR LIBERTY OF CONSCIENCE."
