    THE US STATE DEPARTMENT, WASHINGTON, RECEIVED A VISIT AUG 13 FROM MR ANATOLY DOBRYNIN, THE SOVIET AMBASSADOR, WHO JOINED THE AMERICAN SECRETARY OF STATE, MR DEAN RUSK, FOR A 23-MINUTE CONFERENCE ON THE BERLIN SITUATION.

    LATER, A STATE DEPARTMENT COMMUNIQUE SAID THE TALK, INITIATED BY MR DOBRYNIN, HAD "PRODUCED NO SIGNIFICANT CHANGE IN THE SITUATION". LATER THAT DAY, THE DEPARTMENT SAID IT WOULD BE "ENTIRELY NORMAL" FOR THE WESTERN FOREIGN MINISTERS TO MEET SHORTLY BEFORE THE NEXT UNITED NATIONS GENERAL ASSEMBLY SESSION OPENS SEPT. 18.

    THIS WAS THOUGHT TO IMPLY THAT AMERICA AT LEAST WAS AMENABLE TO THE PROPOSAL THAT THE WESTERN POWERS SHOULD TOLD HIGH-LEVEL CONSULTATIONS ON GERMANY AND BERLIN, THE PROPOSAL WAS MADE BY THE WEST GERMAN GOVERNMENT.
