    The Foreign Ministers of the European Common Market, meeting in the Charlemagne Building, Brussels on Monday, (March 5) failed to agree on the best way to draw up a Community trade policy towards the Mediterranean countries. The Community is trying to produce an overall approach to its trading links with the Mediterranean countries by the end of this year. The countries range from Spain and Israel to less developed states like Algeria and Morocco.

    There are differences of opinion over "reverse preferences" - the rec???l trading concessions which the Common Market could obtain from Mediterranean nations in return for advantages on the EEC market.

    Some countries are in favour of seeking such preferences, but others do not think the Common Market should seek preferences from developing non-European countries.

    The whole question has now been sent back to the permanent representatives of the EEC for further consideration.
