    THE 17 NATIONS REPRESENTED AT THE GENEVA CONFERENCE ON DISARMAMENT COMPLETED THEIR WORK TODAY (THURSDAY) ON THE TREATY TO OUTLAW THE SPREAD OF NUCLEAR WEAPONS. BUT THE COMPLETION COMES AMID SPECULATION AS TO HOW THE TREATY WOULD BE INTERPRETED BY THE SOVIET UNION AND THE UNITED STATES.

    BOTH THE U.S.A. AND THE U.S.S.R. ARE BELIEVED TO HOLD THAT THE BAN ON THE SPREAD OF NUCLEAR WEAPONS WILL ALSO BAR THE SUPPLY TO NON-NUCLEAR NATIONS OF NUCLEAR FUEL OR EQUIPMENT FOR NUCLEAR-POWERED WARSHIPS WITH CONVENTIONAL WEAPONS. IT IS REPORTED THAT SUCH NATO ALLIES AS THE NETHERLANDS AND ITALY, WHO ARE PLANNING TO BUILD NUCLEAR-POWERED SHIPS, COULD FIND THIS INTERPRETATION DIFFICULT TO ACCEPT.

    THE DRAFT TREATY, TABLED BY THE SOVIET AND AMERICAN DO-CHAIRMEN IN ITS LATEST FORM ON MONDAY (11 MARCH) IS NOW DUE TO BE DEBATED IN THE U.N., PROBABLY LATE NEXT MONTH. MR. HUSSEIN KHALLAF OF THE UNITED ARAB REPUBLIC SUMMED UP THE ATMOSPHERE TONIGHT (THURSDAY) BY SAYING THE NEW DRAFT WAS AN IMPORTANT STEP FORWARD WHICH WOULD FORM A SOLID BASIS FOR DISCUSSION IN THE UNITED NATIONS.
