    Israeli Foreign Minister Abba Eban stressed in a Jerusalem press conference on Monday (17 August) that the mission of United Nations special envoy Gunnar Jarring was not mainly about boundaries and withdrawal but about the establishment of a just and lasting peace. Speaking in the Knesset he also said there could be no withdrawal of Israeli troops from the ceasefire lines without a binding and contractual agreement.

    The Foreign Minister also discussed the level of proposed talks between Israel, Jordan and Egypt, saying the location and the time of beginning had yet to be decided. Mr. Eban told reporters that Dr. Jarring had received ample information on Israel's views of the level at which the talks should be held -- the foreign minister level.

    In his press conference, Mr. Eban accused Egypt of further expanding its missile network in the Suez Canal zone in yet another violation of the cease-fire. He said that construction work for missile and accompanying equipment had been discovered at five previously empty sites since Israel reported the last Egyptian violation on August 13. Mr. Eban added that Israel would register complaints with the Unites Nations and United States.
