  • Description

UNDER THE PACIFICATION PROGRAMME ANNOUNCED BY THE SOUTH VIETNAMESE GOVERNMENT TWO DAYS AGO (SATURDAY), THE NUMBER OF CIVIL DEFENCE YOUTHS DEFENDING VILLAGES THROUGHOUT THE COUNTRY IS TO BE DOUBLED TO TWO MILLION, AND THEIR PART IN DEFENDING VILLAGES THROUGHOUT THE COUNTRY IS TO INCREASE RAPIDLY.

THE SAME TREND COULD BE SEEM LAST WEEKEND WHEN GIA VUC, IN THE NORTHERN ZONE OF SOUTH VIETNAM, BECAME THE SEVENTH REFUGEE CAMP TO THE EVACUATED BY U.S. SPECIAL FORCES AND TO BE PLACED IN THE SAFE KEEPING OF SOUTH VIETNAM'S MONTAGNARD FORCES, WHO ARE STEADILY TAKING OVER THE DEFENCE OF THEIR OWN VILLAGES.

THE 10-MAN U.S. TEAM LEFT THE VALLEY - IN WHICH 6,000 TRIBESMEN HAVE FOUND REFUGE FROM THE FIGHTING AND FROM THE VIETCONG - BY AIR LAST FRIDAY. THEY WERE SEEN OFF BY THE ENTIRE VILLAGE. THE DEFENCE OF GIA VUC IS NOW IN THE HANDS OF 20 AMERICAN-TRAINED MONTAGNARD CHIEFS.

U.S. SPECIAL FORCES, KNOWN AS "GREEN BERETS" BECAUSE OF THEIR HEADGEAR, ADVISED THE MONTAGNARDS FOR THE LAST SEVEN YEARS ON THE RUNNING OF THE LOCAL MILITIA CAMP AND BUILT UP A COMPREHENSIVE DEFENCE SYSTEM FOR FOUR VILLAGES.

THE DEFENCE CAMP ITSELF, CRISS-CROSSED BY TUNNELS, IS MANNED BY TRIBESMEN WHO HAVE EXCHANGED THEIR TRADITIONAL CROSSBOWS FOR MODERN U.S. RIFLES. THEY USED TO BE BITTER ENEMIES OF THE LOCAL VIETNAMESE UNTIL THEY WERE FORCED TO SEEK PROTECTION NEAR THE CAMP. THE SUCCESSFUL TRAINING FOR THEIR NEW ROLE HAS - AS THE LEADER OF THE U.S. TEAM SAID AT THE FAREWELL CEREMONY - "PROVED THAT THE ADVISORY SYSTEM CAN WORK".

THE MONTAGNARD TRIBESMEN WERE ASSURED OF GOVERNMENT MILITARY SUPPORT: AT THE FAREWELL CEREMONY, PARATROOPERS SHOWED THE SPEED WITH WHICH THEY COULD COME TO THEIR AID IN THE EVENT OF A VIETCONG ATTACK ON THE CAMP.

THE GREEN BERETS LEFT BEHIND AN IMPRESSIVE LEGACY OF SCHOOLS AND LAND PLANTED WITH A NEW HIGH-YIELD "MIRACLE RICE."
50 CAMPS STILL OPERATE WITH AMERICAN ADVISERS. THE MILITARY AUTHORITIES HOPE TO HAND THESE OVER ONE BY ONE TO LOCAL DEFENCE FORCES.
