    PRESIDENT NASSER OF THE U.A.R. YESTERDAY (THURSDAY) WARNED THAT EGYPTIAN AIRCRAFT COULD REACH CIVILIAN TARGETS IN ISRAEL AND SAID THE LATEST RAID ON THE NILE GAVE HIM THE RIGHT TO USE THEM. HE WAS SPEAKING AT A MAY DAY GATHERING OF WORKERS AT HELWAN, A STEEL TOWN SOUTH OF CAIRO.

    PRESIDENT NASSER SAID THAT IN THE PAST FEW WEEKS EGYPTIAN GUNNERS HAD KNOCKED OUT 60 PER CENT OF ISRAELI FORTIFICATIONS ALONG THE SUEZ CANAL. HE TOLD THE 14,000 WORKERS THAT THE U.A.R. WILL CONTINUE UNTIL THE REMAINING ISRAELI DEFENCES ARE DESTROYED ALONG THE CANAL.

    THE PRESIDENT DESCRIBED ISRAEL'S RAID ON TARGETS ALONG THE NILE LAST TUESDAY (29 APRIL) AS A "COMPLETE FAILURE", AND SAID THAT ISRAELI COMMUNIQUE MUST HAVE BEEN WRITTEN BEFORE THE RAIDERS SET OUT.

    "BUT ISRAELI ATTACKS AGAINST CIVILIAN TARGETS GIVE US THE RIGHT TO STRIKE AT CIVILIAN TARGETS INSIDE ISRAEL", HE WARNED.

    PRESIDENT NASSER DECLARED THAT THE U.A.R. WOULD ONLY ACCEPT AS A POLITICAL SOLUTION ISRAEL'S WITHDRAWAL FROM OCCUPIED TERRITORIES IN ACCORDANCE WITH THE U.N. RESOLUTION OF NOVEMBER, 1967.

    THE SPEECH WAS PRESIDENT NASSER'S SECOND POINTED REFERENCE IN JUST OVER A MONTH TO THE POSSIBILITY OF STRIKES ON CIVILIAN CENTRES. THE STATEMENTS CAME AFTER A MONTH OF STEADY ESCALATION ALONG THE SUEZ CANAL WHICH HAS BROUGHT THE MIDDLE EAST CRISIS TO FLASHPOINT.
