    BRITAIN'S FOREIGN SECRETARY, MR GEORGE BROWN, TODAY (FRIDAY) URGED WEST GERMAN LEADERS TO AGREE ON A QUICK SETTLEMENT OF THE FOREIGN EXCHANGE COST OF BRITAIN'S ARMY IN GERMANY. MR BROWN STRESSED DURING HIS TALKS WITH CHANCELLOR LUDWIG ERHARD AND FOREIGN MINISTER GERHARD SCHROEDER THAT A SETTLEMENT WAS IMPERATIVE TO BRITAIN.

    IN ADDITION, MR BROWN IS UNDERSTOOD TO HAVE SAID THAT NO BRITISH APPLICATION TO JOIN THE COMMON MARKET WILL BE FORTHCOMING UNTIL THERE IS ABSOLUTE CERTAINTY THAT IT WILL NOT BE MET WITH ANOTHER REBUFF SIMILAR TO THE FRENCH VETO OF 1963. DR SCHROEDER WAS QUOTED BY GERMAN SOURCES AS WARNING MR BROWN MILITARY DANGERS AND NEGATIVE POLITICAL REACTIONS WOULD FOLLOW A UNILATERAL BRITISH REDUCTION OF HER FORCES.

    MR BROWN LATER FLEW TO WEST BERLIN FOR TALKS WITH MAYOR WILLY BRANDT, CHAIRMAN OF THE OPPOSITION SOCIAL DEMOCRATIC PARTY.
