    THE 72-YEAR-OLD DIPLOMAT WAS A FORMER UNITED STATES AMBASSADOR TO THE ORGANISATION OF AMERICAN STATES (O.A.S.).

    SPEAKING TO NEWSMEN, HE SAID THE UNITED STATES LOOKED BEYOND THE CURRENT CRUEL CONFLICT TO A TIME OF RECONCILIATION AND PEACE THROUGHOUT ASIA.

    HE SAID THE 20 MONTHS OF HIS PREDECESSOR, MR. HENRY CABOT LODGE'S MOST RECENT TOUR HAD SEEN A DISTINCT CHANGE FOR THE BETTER IN THE MILITARY PROSPECTS, POLITICAL EVOLUTION AND ECONOMIC STABILITY OF VIETNAM.

    MR. BUNKER CONCLUDED BY SAYING "MY COLLEAGUES AND I WILL DO EVERYTHING IN OUR POWER TO HELP STRENGTHEN THESE TRENDS TOWARD THE GOAL OF A STRONG, VIABLE AND FREE VIETNAM."
    FOUR AND A HALF HOURS EARLIER, MR. LODGE AND HIS WIFE LEFT FOR THE UNITED STATES AFTER HIS SECOND TOUR OF DUTY IN SAIGON.

    ONCE BACK IN WASHINGTON, MR. LODGE, WHO IS 64, IS EXPECTED TO ASSUME THE POST OF AMBASSADOR AT LARGE FORMERLY HELD BY MR. BUNKER.

    (EARLIER, HE TOLD A PRESS CONFERENCE THAT WE STILL BELIEVES THE VIETNAM WAR WILL END BY GRADUALLY FADING AWAY RATHER THAN THROUGH FORMAL NEGOTIATIONS.
