    President Hubert Maga of Dahomey was this week proclaimed Honorary President of an eleven-day Seminar of African Boy scouts at an enthusiastic gathering in Cotonou, the capital.

    The President, who was unable to attend the inauguration of the seminar on March 19, was presented with a diploma and a scout's neckerchief by Mr. William Campbell, Vice-President of the World Scouting Committee.

    SYNOPSIS: In Dahomey, the Head of State -- President Hubert Maga - arrives at a seminar of African boy scouts. The theme of the eleven-day seminar is how the scouting movement can play a role in local community development. Delegations came from Nigeria, Kenya, Liberia and Uganda.

    The President was unable to attend the opening ceremony in Cotonou -- earlier in the week. But the scouts soon made up for that, proclaiming the Head of State honorary President of the seminar.

    The Vice President of the World Scouting Committee. Mr. William Campbell, presented President Maga with a scarf and diploma -- and thanked him for the interest he had shown in scouting in Dahomey. The Boy Scout Movement began more than fifty years ago to train boys in the essentials of good citizenship. Today, there are more than twelve million scouts in nearly a hundred countries.

    President Maga is also Honorary President of the scouting movement in Dahomey - and has said he's particularly impressed that of nearly two-hundred-and-fifty-thousand African scouts, about nine-thousand came from Dahomey.
