    AT THE END OF THE 'FRANC ZONE' FINANCE CONFERENCE BETWEEN THE FINANCE MINISTERS OF FRANCE AND FORMER FRENCH COLONIES IN AFRICA, A NEW FRANCO-SENEGALESE AID PROGRAMME WAS AGREED AND SIGNED IN DAKAR.

    THE AID PROGRAMME COMES IN THE FORM OF TWO NEW AGREEMENTS BETWEEN FRANCE AND SENEGAL. BY THE TERMS OF THE FIRST, FRANCE IS TO GIVE SENEGAL A 147 MILLION CFA FRANC (210,000 STERLING) SUBSIDY AND LEND A FURTHER 250 MILLION CFA FRANCS (357,000 STERLING) FOR A RICE-GROWING PROJECT IN THE RIVER SENEGAL DELTA.

    THE FRENCH AID FOR THE PROJECT HAS NOW REACHED A TOTAL OF 1,754 MILLION CFA FRANCS (2,506,000 STERLING).

    THE AGREEMENTS WERE SIGNED BY FRANCE'S SECRETARY OF STATE FOR CO-OPERATION, M. YVON BOURGES AND THE SENEGALESE PRESIDENT LEOPOLD SENGHOR AND FINANCE MINISTER M. JEAN COLLIN.

    THE SIGNINGS WERE MADE AS MOST DELEGATES TO THE 15-NATION FRANC ZONE CONFERENCE WERE LEAVING DAKAR FOR RIO DE JANEIRO AND NEXT MONTH'S MEETING OF THE INTERNATIONAL MONETARY FUND.

    A JOINT COMMUNIQUE ISSUED AT THE END OF THE TWO-DAY MEETING IN DAKAR SAID THAT THE FRANC ZONE WAS MAINTAINING A SURPLUS IN ITS BALANCE OF PAYMENTS WITH THE REST OF THE WORLD.
