    DELEGATIONS REPRESENTING THE UNITED STATES, BRITAIN AND WEST GERMANY BEGAN TALKS IN BONN TODAY (THURSDAY) ABOUT THE TROOP STRENGTHS OF NATO COUNTRIES IN WEST GERMANY AND RELATED COSTS. THE UNITED STATES WAS REPRESENTED BY MR. JOHN MCCLOY, BRITAIN BY MR. GEORGE THOMSON, AND WEST GERMANY BY DR. KARL CARSTENS, WHILE THE NATO SECRETARY-GENERAL, SIGNOR BROSIO, WAS ALSO ATTENDING.

    THE TALKS STARTED AMID BONN ANXIETY THAT FINANCIAL CONSIDERATIONS MIGHT START A REDUCTION OF FRONTLINE TROOPS IN EUROPE. WEST GERMANY IS UNDER PRESSURE FROM BOTH THE UNITED STATES AND BRITAIN TO COVER THE FULL FOREIGN EXCHANGE COSTS OF KEEPING TROOPS IN WEST GERMANY. THE TALKS WILL CONCENTRATE ON EUROPE'S DEFENCE REQUIREMENTS AND HOW THEY SHOULD BE FINANCED.
