    AMBASSADORS OF THE FOUR BIG POWERS OF WORLD WAR TWO, THE SOVIET UNION, THE UNITED STATES, BRITAIN AND FRANCE, REACHED A DRAFT BERLIN AGREEMENT ON MONDAY WHICH COULD END 25 YEARS OF TENSION AND UNCERTAINTY IN THE DIVIDED CITY.

    ALL THE AMBASSADORS SEEMED HIGHLY DELIGHTED WITH THE DRAFT AGREEMENT, WHICH WILL NOW BE CONSIDERED BY THEIR GOVERNMENTS. ITS DETAILS HAVE NOT YET BEEN OFFICIALLY DISCLOSED.

    UNOFFICIAL SOURCES SAY THAT THE SOVIET UNION HAS MADE IMPORTANT CONCESSIONS TO THE WEST BY ACKNOWLEDGING ISOLATED WEST BERLIN'S LINKS WITH WEST GERMANY, AND EXPLICITLY ASSUMING JOINT RESPONSIBILITY WITH THE WESTERN ALLIES FOR ENSURING FREE ACCESS TO THE CITY.
