    Background: THE CONGOLESE PRIME MINISTER, MR. MOISE TSHOMBE, RECEIVED A HERO'S WELCOME WHEN HE RETURNED TO LEOPOLDVILLE ON TUESDAY. HE AND THE CONGOLESE DELEGATION TO THE NON-ALIGNED NATIONS' CONFERENCE IN CAIRO ALIGHTED FROM THE BOEING 707 THAT HAD BROUGHT THEM FROM PARIS, TO THE CHEERS OF MORE THAN 5,000 PEOPLE.

    PRESIDENT TSHOMBE AND HIS DELEGATION FLEW TO PARIS AFTER HIS VAIN ATTEMPT TO ATTEND THE NON-ALIGNED NATIONS' CONFERENCE IN CAIRO LAST WEEK WHICH LED TO HIM BEING KEPT A VIRTUAL PRISONER IN THE EGYPTIAN CAPITAL FOR THREE DAYS.

    MR. TSHOMBE, SMILING WIDELY, WAS MET AT THE AIRPORT BY GENERAL JOSEPH MOBUTU, HEAD OF THE NATIONAL CONGOLESE ARMY.

    FOLLOWING A REVIEW OF A GUARD OF HONOUR, MR. TSHOMBE CLIMBED INTO A JEEP TO LEAD A LONG CONVOY OF CARS ON A TOUR OF THE CITY.

    IT WAS ESTIMATED THAT MORE THAN A QUARTER OF A MILLION CONGOLESE LINED THE STREETS OF LEOPOLDVILLE FOR THE GIANT MOTORCADE THROUGH THE CITY.

    THE PRIME MINISTER WAS GREETED BY WILD CHEERING AND SHOUTS OF "DOWN WITH NASSER" AND "DOWN WITH THE ARABS" AS HE LED THE MOTORCADE.

    DIPLOMATS, SURPRISED BY THE LARGE AND ENTHUSIASTIC TURNOUT, SAID THE TREATMENT GIVEN TO MR. TSHOMBE IN CAIRO HAD RESULTED IN HIS POLITICAL STANDING RISING SHARPLY AT HOME.
