    Portugal's retiring president, Costa Gomes, chaired his last meeting of the Revolutionary Council on Monday (12 July). He had declined to stand in the recent presidential elections and his successor, General Antonio Ramalho Eanes, is to be formally invested with office this week.

    SYNOPSIS: President Costa Gomes came to power after President Spinola's downfall in October 1974. He ruled during Portugal's two most turbulent years.

    General Eanes obtained more than 60 percent of the vote in the election and he said his victory was the expression of the people's "pre-occupation with stability". Since December, 41-year-old General Eanes has been working on re-organising the army after the abortive coup last November."
    The Revolutionary Council has had the power to legislate in the past 16 months. But under the terms of the constitution which comes into effect after General Eanes' investiture, the council's role is reduced to guaranteeing democracy and ensuring the constitution is carried out.

    General Eanes will also assume the role of council chairman. He has also pledged to ensure several democratic rights are available. These include the right to strike, a say in the running of industry and for basic industries to be under public control.
