The seventh session of the Supreme Soviet of the USSR took place during the final days of the seven-year plan in the Great Kremlin Palace. The Session was opened by deputy Chairman of the Soviet of the Union of the Supreme Soviet of the USSR deputy Stelmah. A speech about "The State Plan of the Development of the National Economy of the USSR in 1960 was delivered by Baibakov, deputy chairman of the USSR Council of Ministers, chairman of the Gosplan of the USSR. Garbuzov, the Minister of Finances of the USSR, informed the deputies about the state budget for the forthcoming year. The unanimously voted decisions of the seventh Session of the Supreme Soviet of the USSR will be accepted as a basis for the life and work of the Soviet State in the first year of the new five year plan. At the final sitting of the session A. Gromyko, the Foreign Minister of the USSR answered the inquires of the deputes relating to a number of important problems of the international situation. The Supreme Soviet unanimously approved the foreign policy of the Soviet government and accepted a declaration about the aggression of the United States of America in Vietnam. The floor was given to A.I. Mikoyan, who addressed the Supreme Soviet of the USSR with a request to relieve him from his post as a chairman of the Presidium of the Supreme Soviet of the USSR. L.I. Grosnev, the First Secretary of the CC of the CPSU, noted the great services of A.I. Mikoyan to the Communist Party and the Soviet Government and in the name of the Central Committee of the CPSU recommended to satisfy the request of A.I.Mikoyan and also moved to elect Mikoyan a member of the Presidium of the Supreme Soviet of the USSR. In the name of the CC of the CPSU L.T. Brezhnev moved that deputy N.V. Podgorny be elected chairman of the Presidium of the Supreme Soviet of the USSR. The Supreme Soviet of the USSR satisfied the request of deputy Mikoyan and elected deputy Podgorny chairman of the Supreme Soviet of the USSR.
