The Israeli Prime Minister Mr. Begin said a breakthrough has been made in the peace making process in his talks with the American Secretary of State Mr. Vance. Mr. Begin's statement comes after two days of discussions with Mr. Vance.
SYNOPSIS: Mr. Vance will have another session of talks with the Israeli leader before leaving for Jordan on Thursday (11 August). Mr. Begin said there had been an atmosphere of friendship and absolutely no conflict in their consultations so far. Although he has flatly ruled out any talks with the Palestine Liberation Organisation, Mr. Begin has been discussing with Mr. Vance the possibility of so-called proximity talks between Israeli and Arab foreign ministers in New York. If accepted, it would be a compromise which falls short of the Israeli demand for face-to-face talks with Arab leaders. It would also get around Arab insistence that no direct talks would take place without the participation of the PLO.
Mr. Begin told reporters he was happy so far.
