    UNITED NATIONS SECRETARY-GENERAL U THANT TODAY (18 JUNE) SAID THERE WOULD BE NO SECURE PEACE UNTIL MEMBERSHIP AND INFLUENCE OF THE UNITED NATIONS WERE WORLD-WIDE. HE WAS SPEAKING AT THE 166-NATION CONFERENCE OF THE INTERNATIONAL LABOUR ORGANISATION (I.L.O.) AT THE PALAIS DES NATIONS IN GENEVA.

    U THANT'S APPEAL FOR UNIVERSALITY IN INTERNATIONAL ORGANISATIONS IS SEEN AS IMPLYING THAT THE CHINESE PEOPLE'S REPUBLIC SHOULD BE ENCOURAGED TO JOIN THE U.N.

    "THERE WILL BE NO SECURE PEACE UNTIL THE MEMBERSHIP AND EFFECTIVE INFLUENCE OF THE UNITED NATIONS EMBRACE THE WHOLE WORLD, AND THE PURPOSES AND PRINCIPLES OF THE CHARTER ARE RECOGNISED AND ACCEPTED EVERYWHERE", U THANT TOLD THE CONFERENCE.

    HE SAID HE WAS CONFIDENT THE I.L.O. WOULD DO ITS PART TO CONSOLIDATE AND EXPAND THE PRINCIPLE OF UNIVERSALITY TO THE ENTIRE U.N. SYSTEM. THE U.N. AND THE I.L.O., HE SAID, "BOTH KNOW THAT WE CANNOT ACHIEVE SOCIAL JUSTICE WITHOUT PEACE, OR PEACE WITHOUT SOCIAL JUSTICE."
    "IT IS NO EXAGGERATION TO SAY THAT THE FUTURE OF MANKIND DEPENDS ON WHETHER, DURING THE IMMEDIATE YEARS AHEAD, THE INTERNATIONAL ORGANISATIONS, OUR MEMBER GOVERNMENTS, AND THE PEOPLES OF THE WORLD, CAN MUSTER THE NECESSARY IMAGINATION, DISINTERESTEDNESS, DETERMINATION AND COURAGE FOR THIS TASK", HE CONTINUED.

    THE GREAT MAJORITY OF MANKIND RECOGNISED THAT THE WORLD WAS INTERDEPENDENT, AND ITS SECURITY COULD ONLY BE ASSURED THROUGH MUTUAL ASSISTANCE AND EFFORTS TO IMPROVE THE QUALITY OF LIFE. BUT DESPITE INCREDIBLE TECHNOLOGICAL ADVANCES THE GAP BETWEEN RICH AND POOR WENT ON GROWING, THE PROSPECTS FOR PEACE WERE AT BEST PRECARIOUS, AND THE BALANCE OF TERROR CONTINUED, HE SAID.
