    THE RHODESIAN GOVERNMENT TODAY(FRIDAY) DECLARED A THREE-MONTH STATE OF EMERGENCY, BUT DENIED IT WAS A PRELUDE TO AN IMMINENT SEIZURE OF INDEPENDENCE FROM BRITAIN.

    MR DESMOND LARDNER-BURKE, MINISTER OF LAW AND ORDER, SAID THERE WAS A THREAT TO SECURITY IN RHODESIA. IN A STATEMENT, MR LARDNER-BURKE SAID: "BY WAY OF EXPLANATION I REFER TO THE THREATS POSED BY NUMEROUS TRAINED SABOTEURS SPONSORED BY BOTH PRESCRIBED AFRICAN NATIONALIST ORGANISATIONS, WHO HAVE EITHER ALREADY RETURNED TO THIS COUNTRY -- SOME OF WHOM ARE STILL AT LARGE -- OR ARE POISED IN TERRITORIES TO THE NORTH OF US, AWAITING DIRECTIONS AND THE OPPORTUNITY TO RETURN TO RHODESIA."
    THE RHODESIAN PRIME MINISTER, MR SMITH, HAS HAD FOUR CABINET MEETINGS IN SALISBURY IN THE PAST TWO DAYS. TODAY, HE SAID AFTER ONE MEETING THAT "THE STATE OF EMERGENCY HAS NOTHING TO DO WITH A UNILATERAL DECLARATION OF INDEPENDENCE."
    MR SMITH TOLD REPORTERS TODAY: "WHEN WE WANT A STATE OF EMERGENCY FOR A U.D.I. WE WILL TELL YOU ABOUT IT."
    TODAY'S CABINET MEETING DRAFTED A REPLY TO BRITAIN'S LATEST PROPOSAL FOR SOLVING THE CRISIS -- THAT A ROYAL COMMISSION SHOULD TEST WHETHER ALL RHODESIANS FAVOUR INDEPENDENCE, LINKED TO THE 1961 CONSTITUTION. THE RHODESIAN GOVERNMENT HAS CLAIMED THAT THE CONSTITUTION IS A SATISFACTORY BASIS, BUT AFRICAN LEADERS HAVE PROTESTED AGAINST IT.

    THE BRITISH PRIME MINISTER, MR WILSON, WAS TRAVELLING TO ENGAGEMENTS IN NOTTINGHAM TONIGHT (FRIDAY). POLICE CARS WERE ALERTED TO WAIT AT STRATEGIC POINTS TO TAKE HIM OFF THE TRAIN AND RETURN HIM TO LONDON IF NECESSARY.
