    THE FOREIGN MINISTERS OF THE SIX COMMON MARKET NATIONS WILL MEET IN LUXEMBOURG ON FRIDAY AND SATURDAY OF NEXT WEEK IN A FINAL BID TO BREAK THE DEADLOCK WHICH HAS EXISTED SINCE FRANCE WALKED OUT OF THE COUNCIL OF MINISTERS IN JULY LAST YEAR.

    LAST NIGHT A CONFERENCE OF THE SIX FOREIGN MINISTERS WAS SUSPENDED UNTIL NEXT WEEK AFTER THEY HAD DECIDED TO GIVE THEMSELVES A LAST CHANCE TO MEND THE DIFFERENCES BETWEEN FRANCE AND HER PARTNERS. THE CONFERENCE, AFTER TWO DAYS, HAD FAILED TO GET AGREEMENT ON THE BASIC POLITICAL PROBLEMS CAUSING THE SPLIT.

    DEADLOCK WAS REACHED LAST NIGHT WHEN THE MINISTERS COULD NOT AGREE WHETHER THE COMMON MARKET SHOULD DEVELOP ON FEDERALIST LINES OR REMAIN, AS FRANCE INSISTS, A GROUP OF INDEPENDENT STATES.

    FRANCE HAS ALSO REFUSED SO FAR TO MAKE ANY CONCESSIONS ON THE PROBLEM OF MAJORITY VOTING IN THE MINISTERIAL COUNCIL. UNDER THE TREATY OF ROME MAJORITY VOTING WAS TO HAVE OPERATED IN THE COUNCIL FROM THE BEGINNING OF THIS YEAR. HOWEVER, FRANCE HAS PROPOSED THE RIGHT OF VETO WHEN COUNTRIES FEEL THEIR OWN VITAL INTERESTS ARE INVOLVED.

    THE BELGIAN FOREIGN MINISTER, M. HENRI SPAAK, SAID LAST NIGHT THAT AMONG THE MATTERS TO BE CONSIDERED BY THE MINISTERS AT NEXT WEEK'S MEETING WOULD BE PROPOSALS ON MAJORITY VOTING AND RELATIONSHIPS BETWEEN THE MARKET'S EXECUTIVE COMMISSION AND THE COUNCIL OF MINISTERS.

    M. SPAAK SAID A DECISION WOULD HAVE TO BE MADE EITHER WAY AT THE MEETING NEXT WEEK ON THE FUTURE OF THE COMMON MARKET.
