    Background: AFTER WEEKS OF DISAGREEMENT AND DELAYS, THE EXCHANGE OF PRISONERS BETWEEN THE UNITED NATIONS AND THE KATANGESE FORCES TOOK PLACE AT ELISABETHVILLE AIRPORT ON OCT. 25. THE EXCHANGE WAS WITNESSED BY PRESIDENT MOISE TSHMOBE OF KATANGA, MEMBERS OF HIS GOVERNMENT, AND UN REPRESENTATIVES.

    FIVE BUSES BROUGHT THE 190 UNITED NATIONS SOLDIERS, MOSTLY IRISH, TO THE AIRPORT FOR THE EXCHANGE INVOLVING ABOUT 220 KATANGESE. THE RELIEF OF THE UN SOLIDER WAS DELAYED FOR A FINAL 75 MINUTES WHILE PRESIDENT TSHOMBE, GENERAL NORBERT MUKE, COMMANDER OF THE KATANGA FORCES; MR. YAV, MINISTER OF DEFENCE; AND MR. SOEKAR, REPRESENTING THE UNITED NATIONS, EXAMINED DETAILS OF THE EXCHANGE.

    MR. TSHOMBE WAS CHEERED AS HE DROVE UP AND SHOOK HANDS WITH UNITED NATIONS OFFICIALS. THERE WAS MORE APPLAUSE WHEN THE IRISH PRISONERS ARRIVED WITH KATANGESE GUARDS. BOTH GROUPS OF PRISONERS SHOOK HANDS WARMLY WITH THEIR GUARDS BEFORE THEY LEFT, MARCHING OFF SMARTLY, THE IRISH CARRYING THEIR COLOURS AND A BLUE UNITED NATIONS FLAG.

    A WILDLY EXCITED CROWD MILLED ROUND THE POST OFFICE AS, FIFTEEN MINUTES AFTER THE EXCHANGE OF PRISONERS, UNITED NATIONS TROOPS WITHDREW FROM THE BUILDING UNDER THE TERMS OF THE CEASE FIRE AGREEMENT RATIFIED BY THE UNITED NATIONS. THE RADIO STATION WAS ALSO HANDED BACK. WATCHING THE WITHDRAWAL OF TROOPS WERE MR KHIARI, CHIEF UNITED NATIONS NEGOTIATOR IN KATANGA, AND MR. KIMBA, THE KATANGESE FOREIGN SECRETARY.

    FIGHTING BEGAN IN ELISABETHVILE LAST MONTH AFTER UN TROOPS HAD ATTEMPTED TO SEIZE POWER IN KATANGA TO RESORT CONTROL OF THE SECESSIONIST PROVINCE TO THE CENTRAL CONGOLESE GOVERNMENT.
