    In Washington Dec 1, President-elect John Kennedy personally announced the appointments of Governor Williams of Michigan and Governor Ribicoff of connecticut as members of his administration.

    The first major appointment outside his own White House staff, went to millionaire Governor G.Mennen "Soapy" Williams of Michigan. He becomes Assistant Secretary of State for African Affairs.

    Announcing the first Cabinet appointment later in the day, Mr. Kennedy announced that 50-year old Governor Abraham Ribicoff of Connecticut would be the Secretary of Health, Education, and Welfare.

    Further appoinments were expected Dec 3.
