    Lebanon celebrated Independence Day on Thursday (22 November) while crucial decisions about the future stability of the country were being made in Tunisia during the summit meeting of the Arab League.

    SYNOPSIS: Lebanese President Elias Sarkis broadcast a call for national unity to mark Independence Day. The situation in southern Lebanon remains tense following continued clashes between Palestine Liberation Organisation (PLO) guerrillas and Israeli security forces. United Nations' peace Keeping forces were sent into the area last year after the Israeli invasion of south Lebanon. United States President Jimmy Carter sent President Sarkis a message of support on Independence Day calling for an Israeli withdrawal.

    A military parade was held in the streets of Beirut to celebrate the national holiday. The United Nations' Security Council has passed a resolution recommending the pulling back of Israeli troops from Lebanese territory and the full deployment of the Peace Keeping forces.

    The Arab League Summit conference reached a compromise decision on the future of Palestinian commandos based in southern Lebanon after three days of talks. President Sarkis eventually dropped his demand for the League to authorise him to order the guerrillas out of country. PLO leader Yasser Arafat had opposed this proposal during the debate.

    Finally the League agreed to give joint control over the location of commando forces in Lebanon to the Palestinian movement and the Lebanese government. Deputy Prime Minister and Foreign Minister Fuad Butros stood in for President Sarkis at the military parade since the Lebanese leader was still in Tunis finalising details of the League agreement.
