Background: President Eisenhower and Prime Minister Macmillan of Britain pose Mar29 during a brief interval at Camp David, the presidential retreat in the Catoctin Mountains, Maryland.

The two leaders later issued a communique on nuclear test bans to say they were willing to agree to suspend small underground nuclear tests for a short period provided a treaty on banning larger detectable tests was signed first.

It means the UK and the US, like the USSR, want to ban detectable tests and suspend smaller ones underground that are difficult to detect - but for a shorter period that the USSR's proposed 4-5 year suspension.

Mr. Macmillan and the President also agreed to invite the USSR to join at once in arranging for joint research on the underground tests.

The forecast in that a treaty on banning detectable tests can now be signed within three months. The new UK-US proposal now goes to the Geneva Conference on ending tests in a bid to ease aside obstacles at the Summit Meeting in May.
