Background: President Mobutu has taken time off during a pre-election cruise along the Congo River to meet and address the people of the river towns.
The President and members of the country's political bureau the nation's highest political body, spent 14 days on the river in the President's yacht choosing candidates for the National Assembly elections to be held next month.
The President and the bureau picked the candidates for the elections from more than 2,500 applicants. All those chosen were militant workers of the People's Revolutionary Movement, the country's only political party, and they will be the only ones allowed to contest the elections on the 14th and 15th of November.
The elections will be the first since president Mobutu came to power five years ago after a coup d'etat. He has ruled for some four years by Presidential decree.
The electors will go to the polls to chose both a President and a new National Assembly. Every citizens over 18 will have a green and a red ballot, the green to approve and the red to reject the list of candidates for his constituency. If a majority vote for rejection there will be a new ballot.
President Mobutu today (October 16th) filed his nomination papers for the presidential elections. He is the only candidate for the presidency.
