    The East-West Summit conference over before it had a chance to start, Soviet Premier Khrushchev and his party boarded an Ilyushin-18 at Orly Airport, Paris, May 19, bound for East Berlin.

    In a farewell speech (S.O.F.) at the airport, Khrushchev said he hoped "in six or eight months circumstances may be more favorable for a Summit conference."
    Delivering yet another blow at the United States he said: "World public opinion will understand the attitude taken by the Soviet Government as a result of the act of aggression by the American Imperialists who have prevented the Summit from taking place. No self-respecting Government could attend a Summit while another country threatens to violate its sovereignty and the integrity of its territory."
    Khrushchev declared that conversations were impossible in such circumstances, but he promised Russia would "pursue steadfastly its efforts for peace and co-operation between peoples".

    Speculation is still rife about the purpose of Khrushchev's visit to East Berlin. He stated at an earlier press conference in Paris that a draft already existed of a peace treaty with East Germany, but he refused to say when it would be signed.
