    THE UNITED NATIONS ECONOMIC MISSION FOR AFRICA HELD ITS FIRST OFFICIAL MEETING IN TOKYO YESTERDAY (MONDAY) TO DISCUSS THE ESTABLISHMENT OF AN AFRICAN PAYMENT UNION. MANY AFRICAN DELEGATES WERE PRESENT.

    BUT IT WAS DECIDED THAT THE QUESTION OF FORMING APU - A STEP TOWARDS AFRICAN MONETARY CO-OPERATION - WOULD BE TAKEN UP AT A LATER MEETING OWING TO DISAGREEMENT OVER THE AGENDA.

    FINANCE MINISTERS OF A NUMBER OF DEVELOPING COUNTRIES WHO REMAINED IN TOKYO AFTER THE RECENT INTERNATIONAL MONETARY FUND - WORLD BANK MEETING ARE REPORTED TO HAVE SOUGHT ECONOMIC AID FROM JAPAN.

    JAPANESE GOVERNMENT OFFICIALS SAID YESTERDAY THAT JAPANESE EFFORTS TO IMPRESS THE DELEGATES TO THE MEETING WITH JAPAN'S ECONOMIC ACHIEVEMENTS IN THE PAST DECADE HAD LED THEM TO BELIEVE THAT JAPAN COULD NOT AFFORD TO INCREASE ITS AID TO DEVELOPING NATIONS.

    THE FINANCE MINISTERS OF THIRTY NATIONS HAVE SOUGHT INTERVIEWS WITH THE JAPANESE FINANCE MINISTER, MR. TANAKA, WHO HAS SO FAR SEEN THE MINISTERS FROM ABOUT 15 COUNTRIES. THOSE SEEKING INTERVIEWS INCLUDED SOMALIA, PAKISTAN, GHANA, NIGERIA, TURKEY, ARGENTINA, ISRAEL, BRAZIL, YUGOSLAVIA, CEYLON, MOROCCO, HONDURAS, PARAGUAY, DOMINICA, CHILE AND MEXICO.

    THE OFFICIALS SAID THE TALKS WITH MR. TANAKA USUALLY CENTRED AROUND REQUESTS FOR EASIER EXPORT CREDIT TERMS, LOANS AT LOW-INTEREST RATES, AND JOINT VENTURE PROJECTS.
