    President Leonid Brezhnev of the Soviet Union accused the United States on Friday (7 April) of delaying agreement of a new Strategic Arms Limitation -- SALT -- for political reasons.

    SYNOPSIS: The leader made the accusation when he visited the cruiser Admiral Senyavin at Vladivostok in the Soviet Far East. He said the behaviour of the American side had showed the U.S. was not ready to look for a practical solution to differences over strategic arms.

    "The fact is, " he said "that the U.S. government displays indecision, inconsistency and looks back towards those circles which were against this agreement from the very beginning and which are doing all they can to thwart it." His speech was reported by Tass, the official Soviet news agency.

    Recalling his 1943 Vladivostok summit with President Ford, Mr. Brezhnev said the two sides had considered it possible to finish drafting a new Salt agreement within a year. But after nearly three-and-a-half years it had not been signed. The Communist Party newspaper Pravda said last week a time of crucial decisions in Soviet-American relations was approaching.

    The newspaper said one alternative was to conclude a new Salt agreement, opening the way for further progress in limiting arms. The other was an abrupt turn for the worse in relations between the two superpowers, Pravda said. During his tour, Mr. Brezhnev also watched exercises by the Soviet Pacific fleet.
