    ZAMBIAN MOTORISTS WERE WARNED THIS WEEK NOT TO EXPECT ANY INCREASE IN THEIR PETROL RATION. IN A STATEMENT ON TUESDAY THE HEALTH MINISTER, MR. PETER MATOKA, WHO IS CURRENTLY RESPONSIBLE FOR COMMERCE AND INDUSTRY, SAID SUPPLIES WERE STILL NOT AS SATISFACTORY AS HE HAD HOPED. PETROL HAS BEEN RATIONED IN ZAMBIA SINCE THE IMPOSITION OF THE BRITISH OIL EMBARGO AGAINST RHODESIA CUT OFF ZAMBIAN SUPPLIES FROM THEIR SOUTHERN NEIGHBOUR JUST OVER A YEAR AGO.

    MR. MATOKA SAID THERE HAD BEEN A NUMBER OF DIFFICULTIES OVER WHICH ZAMBIA HAD NO CONTROL WHICH HAD LED TO A DECREASE IN THE AMOUNT OF PETROL BROUGHT IN BY THE OVERLAND ROUTES FROM THE NORTH WHICH HAVE BEEN THE ONLY MEANS OF GETTING FUEL INTO ZAMBIA SINCE THE EMBARGO.

    MOTORISTS AT PRESENT RECEIVE A RATION OF TEN GALLONS A MONTH FOR PRIVATE USE, WITH EXTRA ALLOCATIONS FOR ESSENTIAL USERS.

    THE MINISTER SAID THAT SEASONAL NEEDS HAD MADE HEAVY DEMANDS ON STOCKS. HE DID NOT ELABORATE, BUT OBSERVERS NOTED THAT ROAD SURFACES WERE EXPECTED TO DETERIORATE DURING THE RAINS, AND THE GREAT NORTH ROAD LINKING ZAMBIA WITH DAR-ES-SALAAM -- A MAJOR FUEL IMPORT ROUTE -- IS LARGELY UNTARRED FOR ITS 1,200 MILES.

    WHEN THIS FILM WAS SHOT ON DECEMBER 19 MANY GARAGES WERE SOLD OUT, AND THERE WERE QUEUES AT THOSE WHICH STILL HAD DWINDLING STOCKS.
