    THE OCCASION WAS THE HAND-OVER OF COMMAND OF THE P.O.W. CAMP BY LT.-COL.SUCHA SINGH TO LT.COL. CHAND ON DECEMBER 22ND. COL SINGH THANKED THE PRISONERS FOR THEIR GOOD BEHAVIOUR AND EXPRESSED THE HOPE THAT THEY WOULD BE REPATRIATED SOON. MAJOR T.N. TEREDO OF THE PORTUGUESE ARMY FORMALLY THANKED COL.SINGH FOR THE TREATMENT THE MEN HAD BEEN RECEIVING. A VISNEWS CAMERAMAN REPORTED THAT THE PRISONERS WERE IN A GOOD MOOD. THEY WERE BEING PROVIDED WITH ADEQUATE FOOD, BOOKS AND RADIO SETS.

    ONE OF THE DIFFICULT TASKS FACING THE NEW INDIAN ADMINISTRATION - WHICH EXPECTS TO RULE BY MARTIAL LAW FOR SOME TIME - IS DECIDING HOW GOA CAN BE FULLY INTEGRATED WITH GOA, YET AT THE SAME TIME MAINTAINING THOSE TRADITIONAL WAYS OF LIFE AS MR. NEHRU, THE INDIAN PRIME MINISTER, HAS PROMISED THE GOANS. GOA HAS BEEN A SOURCE OF LUXURY IMPORTS WHICH INDIA DOES NOT BUY. THE TERRITORY HAS BEEN A SMUGGLERS PARADISE.
