    Background: Following a noisy demonstration by angry students in Port WP, the capital of Papua New Guinea, the Government agreed to increase student grants by three dollars a fortnight. In addition, the students' claim for improved food in the university canteen and an increase in their book allowance, would be taken up with the University authorities as both matters were outside the control of the Government.

    The students had begun their demonstrations in Koki market, which lies about three miles outside Port acao. They marched to the administrative centre in the city to protest against what they claimed were totally inadequate grants. Some of the marchers carried banners, and one read "Exploitation; average annual income Dr. Terrace (Minister of Education) 7,000 dollars (4, 340 pounds sterling). Students 100 dollars (62 pounds sterling). Is this equal distribution of income?"
    Before the students could reach the office of the Chief Minister, Mr. Michael Somare, they found themselves confronted by a solid line of police. After a heated verbal confrontation and some jostling, the police let them through to the Chief Minister's office, where a Cabinet meeting was in session.

    Mr. Somare and Dr. Reuben Taureka came out to speak to the students, and were given a noisy reception. They nevertheless agreed to meet a delegation form the Students' Representative Council, and it was at this meeting hat they agreed to the concessions lon grants, conditions and allowances.
