    THE RECENTLY-FORMED CENTRE PARTY OF RHODESIA HAS BEEN HOLDING ITS CONVENTION IN THE TOWN OF BULAWAYO OVER THE WEEKEND. AT THE CONVENTION, 3 RANCHES WERE TOLD TO PREPARE CANDIDATES FOR ELECTION AT SHORT NOTICE - PARTY MEMBERS HAD BEEN WARNED EARLIER THAT PRIME MINISTER IAN SMITH COULD WELL CALL A SNAP ELECTION TO DESTROY POLITICAL OPPOSITION AND ASSURE HIMSELF OF ANOTHER FIVE YEAR TERM IN POWER.

    THE CENTRE PARTY CHAIRMAN, MR. PAT BASHFORD, ADVISED THE RANCHES TO PREPARE THEIR SHORT LISTS OF POSSIBLE CANDIDATES. HIS CALL HAD FOLLOWED THE WARNING GIVEN BY THE PARTY'S POLITICAL SECRETARY, DR. ANGUS MCLEOD.

    IN HIS SPEECH MR. BASHFORD ALSO REPEATED HIS CALL FOR AFRICAN ADVANCEMENT ON MERIT. "WE MUST SUBSTITUTE - FOR THE RULING PARTY'S POLICY - SOMETHING THAT WILL REALLY WORK ... A CONSTITUTIONAL SETTLEMENT BASED ON GENUINE MERITOCRACY," HE SAID.

    MR. BASHFORD SAID THE PARTY HAD TO PRESENT THE RHODESIAN ELECTORATE WITH A "TANGIBLE, REALISTIC AND WORKABLE APPROACH TO THE URGENT PROBLEMS" CONFRONTING THE COUNTRY.

    MOST OF THE EARLY SESSIONS AT HE CONVENTION WERE HELD BEHIND DOORS. THE 100 DELEGATES WHO ATTENDED ARE BELIEVED TO HAVE WORKED ON A DRAFT CONSTITUTION FOR THE PARTY.
