    RETURNING TO GENEVA YESTERDAY (TUESDAY), DELEGATES FROM 17 NATIONS PREPARED TO RESUME THEIR MARATHON CONFERENCE ON DISARMAMENT. CANADA'S DELEGATE, GENERAL BURNS, CALLED FOR NEGOTIATIONS ON RUSSIA'S RECENT PROPOSAL FOR A "BONFIRE" OF NUCLEAR BOMBERS. HE SAID ANY AGREEMENT, HOWEVER MODEST, COULD LEAD TO MORE FAR-REACHING PROPOSALS.

    THE RESUMPTION OF TALKS WAS MARKED BY THE TABLING OF A SOVIET PLAN FOR A LIMITED "NUCLEAR UMBRELLA" -- REDUCING STRIKE CAPABILITY UNTIL TOTAL DISARMAMENT IS REACHED. THIS SCHEME WAS FIRST PUT FORWARD BY THE SOVIET FOREIGN MINISTER, MR. GROMYKO, IN A SPEECH TO THE UNITED NATIONS LAST SEPTEMBER.

    TABLING IT FOR THE CONFERENCE, THE RUSSIAN DELEGATE, MR. TSARAPKIN SAID AGREEMENT IN PRINCIPLE MUST BE REACHED BEFORE ANY NEGOTIATIONS COULD BEGIN. THE PLAN SPECIFIES THAT A LIMITED NUMBER OF MISSILES -- INCLUDING INTERCONTINENTAL -- SHOULD BE RETAINED ONLY IN THE UNITED STATES AND RUSSIA UNTIL THE THIRD AND FINAL STAGE OF DISARMAMENT. THESE SHOULD THEN BE DESTROYED TOGETHER WITH THEIR NUCLEAR WARHEADS AND LAUNCHING SITES.

    THE WESTERN POWERS HAVE, AS YET, MADE NO FORMAL REPLY TO THE SOVIET PROPOSALS. BUT AN OFFICIAL SPOKESMAN SAID THEY WERE BEING STUDIED "VERY CAREFULLY".
