    West Berlin and East German officials today (Wednesday) failed to come to an agreement which could have permitted West Berliners to visit East Berlin during the Whitsun holiday for the first time since 1966.

    The West Berlin delegation, headed by Senate Director Ulrich Mueller, had a five-hour meeting with the East Germans, led by State Secretary Guenter Kohrt, at the East German Ministerial Council building.

    Today's meeting was originally arranged for May 6, but was postponed at the request of the East Germans. the next session, the sixth, is scheduled for June 30.

    One explanation given for the failure of the talks was that the West Berlin side was interested only in a limited agreement on holiday passes to the East, in order not to undermine current four-power talks on Berlin. The East Germans apparently wished to discuss a general access agreement.
