    Background: A GROUP OF TWENTY DOMINICANS, RELEASED IN EXCHANGE FOR A KIDNAPPED UNITED STATES DIPLOMAT, ARRIVED IN MEXICO CITY ON THURSDAY (MARCH 26).

    THEY ARRIVED ON A SPECIAL FLIGHT FROM SANTA DOMINGO IN THE DOMINICAN REPUBLIC WHERE AUTHORITIES HAD DESCRIBED THEM AS MAINLY COMMUNIST TERRORISTS. THEY HAD BEEN FREED IN EXCHANGE FOR LIEUTENANT COLONEL DONALD CROWLEY, U.S. AIR ATTACHE IN THE DOMINICAN REPUBLIC.

    THE DOMINICANS, ALL YOUNG MEN UNDER 30-YEARS-OLD, SAID THEY REPRESENTED FOUR LEFT-WING ANTI-GOVERNMENT GROUPS AND A SPOKESMAN SAID "WE DOMINICAN REVOLUTIONARIES WILL USE ALL METHODS AVAILABLE TO FREE POLITICAL PRISONERS AND FIGHT IMPERIALISM."
    ARRANGEMENTS FOR THE RELEASE OF THE COLONEL AND THE DETAINEES WENT TO UNPRECEDENTED LENGTHS -- EVEN FOR A DIPLOMAT KIDNAPPING.

    THE GROUP WERE OFFICIALLY GRANTED ASYLUM BY THE MEXICAN AMBASSADOR IN SANTA DOMINGO AND THEN DRIVEN TO THE AIRPORT. THEY WERE THEN HANDED OVER TO AMBASSADORS OF BRITAIN, FRANCE, WEST GERMANY AND THE PAPAL NUNCIO, WHO SAW THEM ABOARD THE AIRCRAFT. COLONEL CROWLEY WAS THEN FREED.

    THIS IS THE THIRD TIME IN THREE WEEKS THAT MEXICO HAS AGREED TO RECEIVE PRISONERS RELEASED BY OTHER LATIN AMERICAN GOVERNMENTS IN EXCHANGE FOR KIDNAPPED DIPLOMATS.
