    President Urho Kekkonen of Finland was welcomed to the White House in Washington on Thursday (July 23) by President Nixon at the start of his four day State Visit.

    President Nixon greeted his guest by telling him that the United States respected his country for its strength and its policy of neutrality in world affairs.

    The American President also thanked Finland for being the host to the Preliminary Strategic Arms Limitation Talks (SALT), which the United States and the Soviet Union conducted in Helsinki last November.

    He said the Helsinki meetings were historic and added that he trusted that the negotiations, now being held in Vienna, would lead to an American-Soviet agreement contributing to the cause of peace for generations to come.

    President Kekkonen said there were no problems between the United States and Finland and that he looked forward to talks with Mr. Nixon on current issues of international life.

    The two President reviewed the American-Soviet Arms Limitation Talks and the prospects for European security, including possible troop reductions by the NATO and Warsaw Pacts.

    The Finnish President had just concluded a visit to Moscow, where he renewed Finland's Friendship and Non-Aggression Treaty with the Soviet Union. US officials said President Nixon was interested in hearing President Kekkonen's views on Soviet policy trends.

    President Kekkonen was formally welcomed at a ceremony which included a 21-Gun Salute and Full Military Honours.
