    Soviet President, Nikolai Podgorny -- dropped last week from the Communist Parity's ruling Politburo -- was not present on Monday (30 May) when Soviet leaders greeted the visiting Bulgarian President, Todor Zhikov. The Soviet welcoming party was led by the Communist Party General Secretary Leonid Brezhnev, and Prime Minister Alexei Kosygin. Both groups went straight to the Kremlin to discuss further development of their countries' relations.

    SYNOPSIS: Mr. Brezhnev is widely expected to take on the role of Head of State later this year. There has been no explanation of Mr. Podgorny's departure from the Politburo. Many political observers believe the 74-year-old President will lose his state post when the Supreme Soviet, the country's parliament, meets in the middle of June. The Bulgarian President is also leader of his country's Communist Party. He dismissed one of his top associates, Boris Velchev, earlier this month.

    An official Soviet report said that Mr. Brezhnev and the Bulgarian President discussed ways of expanding Communist cooperation. The Soviet Communist Party chief said at a welcoming dinner later that his country wanted normal, good relations with China.
