    MR. HEATH SPOKE AT THE END OF THE CONFERENCE'S OPENING SESSION, BREAKING WITH PRECEDENT IN SPEAKING ON THE FIRST DAY. HE MET LUKEWARM RESPONSE INITIALLY BUT AFTER HE HAD CALLED FOR A REVIVAL OF NATIONAL ENTHUSIASM HARNESSED TO A NEW DRIVE FOR ENTRY INTO THE EUROPEAN COMMON MARKET, THE 4,000 DELEGATES GAVE HIM A STANDING OVATION.

    THE FOUR-DAY CONFERENCE IS CRUCIAL FOR MR. HEAT, WHO WAS CHOSEN BY CONSERVATIVE MEMBERS OF PARLIAMENT AND HAS YET TO ESTABLISH HIMSELF WITH THE PARTY'S MEMBERS THROUGHOUT THE COUNTRY.

PARTY OFFICIALS DECIDED YESTERDAY TO DISALLOW AN EMERGENCY RESOLUTION BY LORD SALISBURY, A LEADING SUPPORTER OF THE WHITE SETTLERS. HOWEVER A RESOLUTION ON RHODESIA IS TO BE PUT FORWARD.

    SOON AFTER MR. HEATH HAD STARTED HIS SPEECH, HE WAS INTERRUPTED BY SHOUTS FROM THE EXTREME RIGHT-WING LEAGUE OF EMPIRE LOYALISTS -- SOMETHING ALMOST TRADITIONAL AT CONSERVATIVE PARTY CONFERENCES. USHERS HUSTLED A YOUNG MAN AND WOMAN FROM THE HALL, AND THE DELEGATES TOOK THE WHOLE INCIDENT WITH GOOD HUMOUR.
