    THE AMERICAN CAPITAL WASHINGTON, HAD A BOMB SCARE YESTERDAY (WEDNESDAY) WHICH HAD POLICE ON THE ALERT FOR NEARLY TWO HOURS.

    A MAN -- LATER IDENTIFIED AS NATHAN WISKOWSKY, OR NATHON WISE -- DROVE HIS CAR ON TO THE STEPS OF THE JUSTICE DEPARTMENT BUILDING IN WASHINGTON, CRAWLED UNDERNEATH AND TOLD THE POLICE HE HAD A BOMB WIRED TO THE CAR.

    HE THREATENED TO BLOW IT UP UNLESS HE SAW J. EDGAR HOOVER, DIRECTED OF THE FEDERAL BUREAU OF INVESTIGATION (FBI), WITH EVIDENCE THAT WOULD RESULT IN THE IMPEACHMENT OF PRESIDENT KENNEDY AND HIS ENTIRE CABINET.

    POLICE SEALED OFF A SECTION OF PENNSYLVANIA AVENUE -- THE BUSY THOROUGHFARE RUNNING PAST THE BUILDING -- AND CALLED FOR TEAR GAS. WITHIN TWO MINUTES, HE WAS FORCED OUT FROM UNDER THE CAR AND SWIFTLY SEIZED BY POLICE. LATER HE WAS TAKEN TO HOSPITAL FOR OBSERVATION AND EXAMINATION.

    AN ARMY DEMOLITION EXPERT REMOVED THE "BOMB". IT WAS FOUND TO BE A SMALL CASE CONTAINING NOTHING MORE DEADLY THAN A FLASHLIGHT (HAND TORCH) AND A NEWSPAPER FROM PHOENIX, ARIZONA.
