    Portugal's President Francisco Da Costa Gomes arrived in Moscow on Wednesday (I October) for the first ever visit to the Soviet Union by a top Portuguese leader.

    The visit is aimed at demonstrating Portugal's interest in developing relations with both east and west.

    The left-wing leader flew in from Warsaw, the previous stop on his east European tour. Soviet President Nikolai Podgorny, Foreign Minister Andrei Gropmyko & Defence Minister Marshal Andrei Grechko met him at the airport and groups of Soviet workers were brought in special buses to cheer him.

    Later, at a Moscow banquet given in President Costa Gomes' honour President Podgorny proclaimed Kremlin support for what he called "vanguard political forces" in Portugal. but Mr. Podgrony stressed that the Soviet Union was against any interference in Portuguese internal affairs.

    In Soviet parlance, "vanguard forces" is normally used in reference to Communist parties or Communist dominated political groupings, but it can also extend to other groups willing to cooperate with communists.

    President Costa Gomes left on his four day visit after new Prime Minister jose Pinheiro de Azevedo telephoned from Lisbon to tell him to go ahead despite problems with leftist radicals at home.
