    The Western European Union -- which links Britain with the E.E.C. -- was told in Paris today (Tuesday) by its Italian President that Britain's application to join the Common Market should be judged on the benefits it would bring to Europe as a whole.

    Signor Vittorio Badini Confalonieri, who was speaking after his re-election as president, said the British application must not be examined on the basis of precise calculations of the advantages for each state .... rather on the prospects it would offer Europe.

    He added that Britain's application implied profound changes in that country and that it would not fail to add its own ideas to the building of Europe.

    Yesterday, the French delegates abstained from voting on a resolution in favour of Britain joining the European Common Market. The resolution was moved by the British Labour Member of Parliament, Mr. Maurice Edelman.
