    BRITAIN'S NEW ECONOMIC MEASURES BROUGHT ANGRY CRITICISM IN GENEVA TODAY (FRIDAY). THEY WERE DEBATED BY THE COUNCIL OF THE GENERAL AGREEMENT OF TARIFFS AND TRADE (GATT), WHICH REPRESENTS MORE THAN 60 COUNTRIES.

    AFTER A DAY-LONG DISCUSSION, A 13-MEMBER GROUP WAS APPOINTED TO PROBE THE MEASURES, WHICH HAVE PUT A 15 PER CENT SURCHARGE ON A WIDE RANGE OF IMPORTS. DISCUSSIONS WITH BRITAIN WILL BEGIN AS SOON AS POSSIBLE.

    THE NEWLY-ELECTED LABOUR GOVERNMENT TOOK THE PRESENT ACTION IN A BID TO TIGHTEN THE ECONOMY AND CORRECT THE BALANCE OF PAYMENTS POSITION.

    TODAY'S GENEVA MEETING HEARD ACCUSATIONS THAT BRITAIN MADE OTHERS SUFFER FOR HER OWN ECONOMIC TROUBLES. BUT AMERICA AND SOUTH AFRICA WERE AMONG THOSE WHO EXPRESSED UNDERSTANDING FOR BRITAIN'S POSITION.

    (A QUICK REPLY TO THE CRITICISM CAME TONIGHT FROM BRITAIN'S CHANCELLOR OF THE EXCHEQUER, MR. JAMES CALLAGHAN. HE REPEATED THAT THE SURCHARGE ON IMPORTS WAS SHORT TERM - "WE HAVE SAID THIS AND WE MEAN IT."
