Background: Chinese Leader Hua Kuo-feng has rounded off his historic visit to Eastern Europe with three days in Iran - the first non-Communist country to be visited by a Chinese Communist Party Chairman. His highly-publicised tour of Rumania and Yugoslavia provoked strong criticism of Peking by Moscow. But in Iran, Chairman Hua's visit was kept low-keyed with a relatively quiet schedule.

SYNOPSIS: The only agreement to be signed was a minor cultural relations accord, the wording of which has been worked out before the visit. It was signed on Thursday (August 31) by Foreign Ministers Huang Hua of China and Amir Khosrow Afshar-Qasemlu of Iran. The agreement allows Peking to distribute official information and publications in Iran, a facility already granted to the Soviet Union and the United States.

Chairman Hua had been scheduled to see the Iranian Crown Jewels and a museum of the Pahlavi Dynasty on the last full day of his visit. But he later changed his programme for unknown reasons, though other members of his party made the tour as arranged.

Chairman Hua held two rounds of talks with the Shah. The second - held at North Teheran's Saadabad Palace - lasted an hour and 40 minutes and no aides were present. The Chinese leader was to have driven to the palace but took a helicopter instead in what observers saw as an effort to avoid the continuing demonstrations against the Iranian Government. There has been a major protest not far from Chairman Hua's residence the previous night. After the two leaders' talks, officials said there would be no joint communique.
