    TRANSCRIPT: RABBO: SEQ 1: "We don't see any change in the position and policy of the American administration. Even some European countries and others who are considered as friends of the United States, they are pessimistic and they don't share the same idea that there is such a change in the policy of the United States. We don't want any civil rights, we want national rights -- national rights that are defined in the international law as being self-determination, sovereignty and national independence. Any attempt to play with the words by President Carter or by any American official will not solve such a big question, such a big problem as the palestinian problem. That's why I can say that all attempts by the United States to show a good face of their policy in order to deceive some Arabs and to try to deceive some palestinians in the occupied territories, this attempt will fail again. We have a long experience with the United States policy and we know that their main aim now is to defend Sadat rather than dealing seriously with the Palestinian question."

    Background: The Palestine Liberation Organisation (PLO) has rejected an offer by the United States to hold talks, claiming it was a manoeuvre to gain time and soften Arab opposition to the U.S.-sponsored Egyptian-Israeli peace pact. Mr. Yasser Abed Rabbo, head of the PLO's information department, and a member of the PLO Executive Committee held a news conference on Thursday (2 August). He commented on recent American declarations that the United States was prepared to start talks with the PLO if it accepted Israel's right to exist.
