    On Wednesday (30 July) it will be three months since Communist forces over-ran Saigon to bring peace to Vietnam after thirty years of war that had left the country shattered and divided.

    Since then the new rulers in South Vietnam have set about a vigorous campaign of reconstruction -- both of the land and political unity.

    Earlier this month rail links between North and South Vietnam were restored for the first time in many years with the re-opening of the track between Hanoi and Da Nang. About two weeks ago a scheduled service was reopened from Bien Hoa -- previously the South's main airbase -- and Xuan Loc, scene of the last effective stand by ARVN troops before the fall of Saigon.

    Hundreds of workers are involved in the task of restoring the country's railways and it's hoped trains will be running again between Saigon and Hanoi before the end of 1976.

    An important part of the new South Vietnamese government's programme has been to politically instruct its former foes. South Vietnam's Liberation Radio reported that last month more than 300,000 officers, soldiers, policemen and civil servants of the former regime had undergone "re-education".

    Their programme has included lectures and manual labour.

    Most have ben soldiers who pose a big problem for the Communists -- not politically but socially. The breakdown of the old ARVN army has created huge unemployment.
