    By eight votes to nil, Britain, France and Nationalist China abstaining, the Untied Nations Security Council agreed July 13, to send a U.N. force to the former Belgian Colony of Congo - torn by army mutinies and mob violence after 13 days of independence.

    Agreement was reached at 3.a.m., six and a half hours after covening at Secretary General Dag Hammarskjold's request. The Secretary-General had earlier been cabled by Congolese Premier Lumumba who accused Belgium of aggression in sending troops into the stricken infant State.

    The Belgian delegate told the Security Council Belgian troops would be withdrawn immediately UN troops had established themselves.
