THE ISSUE FACING THE 38,600,000 VOTERS TOMORROW IS WHETHER WEST GERMANY SHOULD CONTINUE ON THE WELL TRIED PATH SET BY THE CHRISTIAN DEMOCRATS UNDER DR. KIESINGER OR TRY THE SOCIAL DEMOCRATS UNDER HERR WILLY BRANDT.

    A MAJOR FIGHTING POINT IN THE LAST DAYS OF THE ELECTION CAMPAIGN HAS BEEN THE FATE OF THE DEUTSCHE MARK.

    CHANCELLOR KIESINGER LAST NIGHT ANNOUNCED THAT WEST GERMAN FOREIGN EXCHANGES WOULD BE OPEN AFTER ALL, ON MONDAY. HE SAID THE POST-ELECTION CLOSURE OF THE EXCHANGES WOULD NO LONGER BE SO URGENT IF THE TWO MAJOR PARTIES WOULD AGREE TO A JOINT "STAND-STILL" STATEMENT ON REVALUATION.

    THE CHRISTIAN DEMOCRAT CHANCELLOR SAID HE HOPED SUCH A DECLARATION WOULD SUFFICE TO STOP INTERNATIONAL SPECULATION ON AN UPWARD REVALUATION OF THE MARK AFTER TOMORROW'S ELECTIONS.

    SOCIAL DEMOCRAT LEADER, HERR WILLY BRANDT, HAS ALSO SAID HIS PARTY CONSIDERED THERE WAS NO QUESTION OF A CHANGE IN MARK PARITY UNDER PRESENT CIRCUMSTANCES.
