    THE KREMLIN ANNOUNCED TODAY A 15 PER CENT INCREASE IN DEFENCE SPENDING - A RECORD BOOST - AND BLAMED THE DECISION ON INCREASED WORLD TENSION. THE ANNOUNCEMENT CAME DURING A MEETING IN MOSCOW OF THE SUPREME SOVIET, THE NATION'S PARLIAMENT.

    MR VASILY GARBUZOV, THE MINISTER OF FINANCE, ANNOUNCING NEXT YEAR'S FIGURE OF 16,700 MILLION ROUBLES (GBP6,680 MILLION STERLING), SAID: "WE ARE GOING TO DEVELOP OUR DEFENCES TO THE HIGHEST LEVEL." THIS YEAR'S SPENDING HAD BEEN 14,500 MILLION ROUBLES (GBP5,800 MILLION STERLING).

    MR GARBUZOV SAID THAT THE SOVIET UNION WAS GIVING INCREASED AID TO THE VIETNAMESE PEOPLE "IN THEIR STRUGGLE AGAINST THE UNITED STATES CRIMINAL AGGRESSION." HE ADDED, ALSO, THAT HELP WAS BEING GIVEN TO ARAB COUNTRIES "IN THE STRUGGLE AGAINST ISRAEL AND ITS IMPERIALIST SUPPORTERS."
    ALTHOUGH THE INCREASE WAS A RECORD IN REAL TERMS, IT REPRESENTED ONLY 0.3 PER CENT AS A TOTAL OF THE OVERALL BUDGET (123,800 MILLION ROUBLES, GBP49,520 MILLION STERLING.) THE INCREASE LAST YEAR WAS 0.4 PER CENT.

    THE 1,517 DELEGATES ALSO HEARD THE CHAIRMAN OF THE STATE PLANNING COMMISSION, MR NIKOLAI BAIBAKOV (WHO IS ALSO A DEPUTY PRIME MINISTER), SAY THAT RUSSIAN LIVING STANDARDS WERE RISING FASTER THAN PLANNED AND THAT ECONOMIC DEVELOPMENT TARGETS FOR 1967 WOULD BE EXCEEDED. AGRICULTURAL PRODUCTION FOR THE CURRENT YEAR WOULD, HE SAID, EQUAL THE RECORD OF 1966.
