    TRANSCRIPT: "WE HAVE ALL SEEN AGAIN THE U.N. CONDITIONS ON APARTHEID COMPLETELY FLOUTED BY THE GOVERNMENT OF SOUTH AFRICA. WHY DO MANY STATES CONTINUE DIRECTLY OR INDIRECTLY TO GIVE SOUTH AFRICA THE POWER TO DEFY WITH SUCH BLUNT EQUANIMITY THE STRENGTH OF WORLD OPINION?



    MY DELEGATION CANNOT, BY THE EXPRESS WISH IMPLIES, THAT THERE ARE AN EXTREME NUMBER OF COUNTRIES, MANY OF WHOM WOULD NOT READILY ATTACK THEIR CLAIMS TO DEVELOPMENT AND CIVILIZATION WHO CONTINUE TO REFUSE TO TAKE MORE POSITIVE AND EFFECTIVE MEASURES TO INDUCE THE GOVERNMENT OF SOUTH AFRICA TO ABANDON THE INHUMAN POLICY OF APARTHEID.



    THE POLICY, THE PRACTICES OF WHICH DOES NOT LESSEN RACIAL PREJUDICE AND RACIAL DISCRIMINATION, BUT ALSO BRINGS ON AN INTENT TO EXECUTE AS A NATIONAL POLITICAL CREED AND PHILOSOPHY THE IDEA OF RACIAL SUPERIORITY WITH SO MANY ATTENDANT EVILS TO THE VAST MAJORITY OF THE CITIZENS OF SOUTH AFRICA.



    MR. CHAIRMAN, THE VIEW OF MY DELEGATION THAT THE COMMITTEE'S REPORT NOW BEFORE US HOLD SEEK TO FOCUS AS AN EMPHATIC ATTENTION OF ITS KIND, OF THE VERY GREAT DANGERS INHERENT IN THE EXECUTION OF THE POLITICAL LEADERS OF SOUTH AFRICA AND THEIR FACADE OF SABOTAGE TRIALS.



    WE SHOULD SEEK TO BASE THE ATTENTION OF THE SECURITY COUNCIL AND THE GENERAL ASSEMBLY AN IN FACT, THE ENTIRE HUMANITY, THE URGENT MOOD TO TAKE MORE MANDATORY MEASURES TO PREVENT WHAT IS GENERALLY REGARDED AS ONE OF THE LAST STEPS TO AN EVEN GREATER EXPLOSION AND MASS BLOODSHED IN SOUTH AFRICA.



    WITH THESE CONCENTRATIONS IN VIEW, DELEGATIONS GENERALLY ACCEPT THE SUBSTANCE OF THE REPORT BEFORE THE COMMITTEE. THE FEW MINOR AMENDMENTS WHICH I MAY PROPOSE WHEN THE REPORT IS TAKEN PARAGRAPH BY PARAGRAPH - IF WE HANDLE THEM THAT WAY- WILL PRESENT NO AMENDMENTS WHATSOEVER ON POINTS OF SUBSTANCE, BUT JUST IN THE SIMPLE PHRASES."

    Background: THE SPECIAL COMMITTEE ON APARTHEID OF THE UNITED NATIONS GENERAL ASSEMBLY HAS APPROVED ITS FINAL REPORT WHICH RECOMMENDS THAT THE SECURITY COUNCIL "DEMAND" THAT SOUTH AFRICA HALT THE CURRENT SERIES OF TRIALS OF ANTI-APARTHEID LEADERS. THE SOUTH AFRICAN GOVERNMENT WAS ALSO TO REFRAIN FROM EXECUTING THOSE LEADERS ALREADY FOUND GUILTY AND SENTENCED TO DEATH.

    THE REPORT APPROVED AN APPEAL TO "ORGANIZATIONS AND EMINENT PERSONALITIES" THAT THEY USE THEIR INFLUENCE TOWARDS THE SAME ENDS. THE TEXT OF A LETTER FROM THE ORGANIZATION OF PETROLEUM EXPORTING COUNTRIES (OBEC) ASKING ITS MEMBERS TO OBSERVE AND SET UP AN EMBARGO AGAINST SOUTH AFRICA WAS ALSO PASSED BY THE COMMITTEE.
