    Background: THE U.S. DEFENCE SECRETARY, MR. ROBERT MCNAMARA, TOLD THE NATO MINISTERIAL COUNCIL'S MEETING IN ATHENS, MAY 6, THAT THE UNITED STATES WOULD ASSIGN FIVE ATOMIC SUBMARINES WITH POLARIS NUCLEAR MISSILES TO NATO COMMAND IMMEDIATELY. HE ADDED THAT ALL FUTURE POLARIS SUBMARINES ASSIGNED TO THE ATLANTIC AREA WOULD ALSO COME UNDER NATO COMMAND.

    MR. MCNAMARA'S STATEMENT WAS THE MOST IMPORTANT OF THE CLOSING STAGES OF THE MEETING WHICH WAS ATTENDED BY FOREIGN AND DEFENCE MINISTERS OF THE 15 NORTH ATLANTIC TREATY ORGANISATION COUNTRIES. AMONG THE EARLY ARRIVALS AT THE ZAPPEION BUILDING WERE: THE TURKISH FOREIGN MINISTER, MR. ERKIN, PRESIDENT OF THE NATO COUNCIL; U.S. SECRETARY OF STATE, DEAN RUSK; ITALIAN DEFENCE MINISTER, ANDREOTTI; THE FRENCH FOREIGN MINISTER COUVE DE MURVILLE, AND THE BRITISH FOREIGN SECRETARY, LORD HOME.

    A COMMUNIQUE ISSUED THE FOLLOWING DAY SAID THE MEETING WAS ONE OF THE SMOOTHEST AND LEAST CONTROVERSIAL FOR YEARS. THERE WAS GENERAL AGREEMENT, THE STATEMENT SAID, ON THE NEED FOR A BALANCE BETWEEN CONVENTIONAL AND NUCLEAR ARMS, ONE OF THE PRINCIPAL ISSUES OF THE TALKS.

    THE MINISTERS APPROVED, WITH SOME RESERVATIONS A PLAN FOR CLOSER CONSULTATION BETWEEN THE U.S., BRITAIN AND THE EUROPEAN ALLIES ABOUT THE USE OF NUCLEAR WEAPONS. THE PLAN PROVIDED THAT THE U.S AND BRITAIN SHOULD SUPPLY MORE INFORMATION ON THEIR NUCLEAR POLICY TO A NATO "NUCLEAR COMMITTEE".
